Certainly not Rabban Gamliel, and “simple” explanation of 2nd Tanna is that it can be made properly BEFORE BECOMING BREAD? 2)and doesnt mere fact that Gemara debates whether can do MITZVA with it demonstrate it CAN become bread -theres that rule that only if can become bread, can it be Matza?
